Innovations in AIRR Regions: Digest, April 17

We are analyzing key events in the field of innovations, economic and scientific development in Russia and the regions of the Association.

Krasnoyarsk Krai
Governor Mikhail Kotyukov, as head of the State Council commission on technological leadership, proposed solutions to the task of providing personnel for the economy during a thematic session of the Russian Government chaired by Prime Minister Mikhail Mishustin.

Tomsk Region
The region has joined an experimental legal regime in the field of digital and technological innovations for the operation of unmanned aerial systems (UAS) for three years. Participants will use drones for cargo delivery and aerial works in a simplified manner (aerial chemical, forest aviation, search-and-rescue, transport-communication works, and aerial surveys).

Kaluga Region
First Deputy Prime Minister Denis Manturov met with Governor Vladislav Shapsha. As of the end of 2025, the industrial production index in Kaluga Oblast exceeded 115%. In terms of dynamics, the region is in the top three leaders nationwide. Seven new enterprises were opened, and existing ones expanded their capacities. This year, at least five more new productions are planned to launch.

Perm Krai
A second site of the Regional Engineering School "Photonics, New Materials, and Instrument Engineering" was opened at PJSC "PNPPK." The first site has been operating since December last year at a classical university, training young specialists in radiophysics, nanotechnology, instrument engineering, and IT—totaling over 140 students. The opening was attended by Presidential Aide Andrey Fursenko, as reported by Governor Dmitry Makhonin.

Also in Perm, at the "Inkab" enterprise, a new production line was launched to address a key state task—the development of the Arctic zone and the Far East—with the produced cable to be used for constructing underwater communication lines.

Irkutsk Region
More and more industrial partners are joining the work of the Interregional Scientific and Educational Center "Baikal"—now there are 41 of them, noted Governor Igor Kobzev. The Center's activities enable effective interaction between science, business, and education, bringing the results of fundamental research into practical application.

Ulyanovsk Region
Governor Alexey Russkikh met with the management of the Ulyanovsk "Aviakam" plant. The enterprise has unique competencies in manufacturing press-forms and tooling for civil aviation—including for Tu-214 and MC-21—as well as for the automotive industry, for example, Aurus. The plant fulfills high-tech orders for the S.P. Korolev Rocket and Space Corporation "Energia" and other flagship enterprises.
