Governor of Perm Territory Dmitry Makhonin (the region is a member of AIRR) spoke at the plenary discussion “State Orders: Course Toward Technological Sovereignty” at the XXI All-Russian Forum-Exhibition “Goszakaz” in Moscow. Other speakers included Deputy Chairman of the State Duma Committee on Competition Protection Anton Getta, Deputy Minister of Health of the Russian Federation Sergey Glagolev, Deputy Head of the Treasury of Russia Anna Katamadze, Deputy Minister of Industry and Trade of the Russian Federation Alexey Matushansky, CEO of PSC “Unified Customer in the Construction Sector” Karen Oganesyan, and Head of the Moscow City Department for Competitive Policy Kirill Purtov. The discussion was moderated by Rostech State Corporation Executive Director Oleg Evtushenko. Participants reviewed planned changes to the contract system legislation, innovations in the unified information system for procurement, adjustments to national regime application rules, and also discussed comprehensive support for manufacturers, import substitution experience in construction, healthcare, critical infrastructure provision, and priority tasks for developing competition among Russian producers. Dmitry Makhonin emphasized that the region's task is to make state procurement as efficient as possible for customers, suppliers, and the regional economy. To use funds rationally, Prikamye (Perm Territory) has changed its approaches to managing this mechanism.
Special attention in Perm Territory is given, of course, to the quality of products supplied by contractors under state orders. A new tool has been introduced — examination of procured products. Initial contract price checks are also applied — market prices from different contractors are compared to ensure a “price-quality” balance. This has significantly reduced contract prices while maintaining product and service quality. “More than 70% of all contracts concluded in the krai are executed by Perm companies. This confirms that regional producers create truly high-quality products that meet market demands. For example, metal structures produced by Krasnokamsk Repair and Mechanical Plant are used in constructing many social facilities in the region, including the ‘Energiya’ sports complex in Perm. There are many such examples of successful intra-regional cooperation. We will expand this practice,” the governor stressed. In 2025, the total volume of state and municipal contracts concluded in Perm Territory amounted to over 182 billion rubles; in the first quarter of this year — over 28 billion rubles.
